4. Structure of the Competition

About fifty competitors, who have passed the qualifying screening (by recorded performance and document submission) are allowed to participate. There will be a first round, a second round, a third round and the final.
The order of performance will be decided by drawing lots on March 25, 2009. Participants are required to appear in person for the drawing. The order for the second round onwards also will be decided by drawing lots for each round. All the performances will be open to the public.

10. Eligibility

Those born between March 27, 1976 and March 26, 1993 inclusive are eligible to apply.

11. Applications

Applicants must complete the application form provided (obtainable through the website) and send it to the organizing secretary together with the items listed below:

- A CD or an MD for preliminary screening
The CD or MD should contain the performance of the pieces required for the preliminary screening indicated separately. The recording must not be edited in any way.
A signature is required on the indicated space by a third person who attests that there has been no editing on the recording.
- Two photographs of the applicant taken within the past six months (5 cm by 5 cm), one of which must be attached to the space provided on the form.
- A copy of the applicant's passport or other equivalent document which proves the age of the applicant.

12. Compliance with the Application Conditions

Applicants must accept the conditions of the competition and any decisions made by the adjudication panel by signing the application form. Legal action regarding this point will be ruled out. Applications which do not meet the application conditions will be rejected.
Submitted documents and materials are not returnable.

13. Participation Fee

Twenty thousand Japanese yen
Those who have passed the qualifying screening should pay this amount to the following account by bank remittance by December 15 (Mon), 2008 (with bank transfer fee being at the applicant's cost).
The Participation fee is not refundable under any circumstances.

17. Prizes

First prize: Two million Japanese yen and a diploma of merit
Second prize: One million Japanese yen and a diploma of merit
Third prize: Half a million Japanese yen and a diploma of merit
Forth to sixth prizes: Two hundred thousand Japanese yen and a diploma of merit each
- Special prizes may be awarded apart from those mentioned above.
- Some extra prizes may be awarded by bodies and individuals in accordance with the spirit of this competition.

18. Announcement of the Results (planned)

First round: Evening of March 28 (Sat), 2009
Second round: Evening of March 31 (Tue), 2009
Third round: Evening of April 2 (Thu), 2009
Final: Evening of April 4 (Sat), 2009
Note: A drawing is held immediately after each announcement of the first to third rounds to decide the performance order in the following round.

19. Judgment

Performances are to be judged by the adjudication panel on the basis of the regulations provided separately.
The decisions made by the adjudication panel are final.

20. Travel and Accommodation Expenses for the Competitors

Notice of change to Article 20, Section 1

Due to recent high surcharges on fuel etc., and limited to the 7th Kobe International Flute Competition only, we are offering increased travel subsidies for overseas competitors as follows:
Competitors from Asian countries: 40,000 yen (originally 30,000 yen plus an additional 10,000yen).
Competitors from non-Asian countries: 80,000 yen (originally 50,000 yen plus an additional 30,000 yen).

(1) Competitors must bear travel expenses.
However, for competitors from overseas (i) thirty-thousand Japanese yen per person from the Asian region, and (ii) fifty-thousand Japanese yen per person from non-Asian regions will be subsidized by the organizer. (No subsidy for Japanese competitors residing abroad.)
(2) Competitors must bear accommodation expenses. However, competitors who wish to have free accommodation, will be provided with accommodation as designated by the management board. The period will be from March 24 (Tue), two days prior to the opening of the competition, to the dates indicated below.
(a) Participants in the first round: to the morning following the end of the first round
(b) Participants in the second round: to the morning following the end of the second round
(c) Participants in the third round: to the morning following the end of the third round
(d) Finalists: to the morning following the awards ceremony (exhibition concert)
(e) Performers in the exhibition concert nominated by the adjudication panel: to the morning following the awards ceremony (exhibition concert)

21. Copyright

All rights for recording, broadcasting, sales of recordings, etc. of performances presented in and for this competition remain the property of the organizer.

22. Other

(1) Prize winners nominated by the adjudication panel are to perform in an exhibition concert on April 5 (Sun), 2009. No performance fee will be paid.
(2) Any matters arising over these Rules and Conditions are to be solved based on the Japanese version of these rules and in conformity with Japanese law.
